The Vietnam National Administration of Tourism (VNAT) has put on hold the job of licensing travel firms that want to provide inbound services while pending the issue of a circular guiding the implementation of the Tourism Law.
In a notice issued last Wednesday signed by acting head of VNAT Nguyen Quoc Ky, the national tourism body is now compiling the circular for submission to the Prime Minister for approval. The department will resume the licensing job as soon as the circular is issued but it is unknown how long this will take.
Nguyen Thi Khanh, head of the travel department under the HCMC Department of Tourism, said that her department had accordingly stopped receiving applications from companies that want to provide inbound services. The department is awaiting a new decision from VNAT to continue the job.
She related how her department had to return an application to a travel firm due to the notice.
"Before the day (last Wednesday), we were going to send one application to VNAT for approval but with the new notice we had to return the dossier to this company," she said.
Khanh's department was receiving around five to 10 application dossiers on inbound service per month, she said, adding that last year, around 39 companies in HCMC received licenses to carry out the inbound service.
"I don't know when VNAT will continue to give the license," she said.
The acting head of VNAT Nguyen Quoc Ky told the Daily on Monday that the agency would solve the problem quickly to continue the job.
"We have submitted the draft circular and expect to have the formal circular in the middle of this May," he said.
Asked why the department was handing out many licenses earlier in the absence of the circular, Ky said that the licenses were not given in a legally-right fashion. "So, we want to correct it, and entrepreneurs should wait until the circular is brought out," he said.
Vietnam has issued the Tourism Law in late 2005. On June 1 last year, Prime Minister Nguyen Tan Dung issued a decree guiding the implementation of the Tourism Law, but implementation is possible only after a circular is issued to provide guidelines in detail.
"We have some times submitted the circular to the Government but have been told to redo the draft circular," Ky said.
